Based on whether to enable classification with terms, you can manage Exchange Online content with or without terms.

Manage Exchange Online Content with Terms

To manage Exchange Online content with terms, you need to perform the following operations in order:

1. Configure settings on a tree node to classify the content.

2. Run an Apply settings job to apply the configured settings to content. Therefore, rules associated with terms will be applied to the content.

3. Run an Enforce rule actions job to enforce rule actions on content to manage the content.

To manage Exchange Online content without terms, you need to perform the following operations in order:

1. Create rules on a tree node to define the content that you want to manage.

2. Run an Enforce rule actions job to enforce rule actions on content to manage the content.
