User management provides capabilities on controlling Microsoft 365 license operations by combining role-based permissions with container-based scope. Application administrators can create and manage permission groups, assign users and user containers, and grant access to reporting and license actions such as viewing budgets, exporting reports, and changing or unassigning licenses.

At the same time, Containers & Groups lets you organize user containers into container groups to simplify large-scale administration, budgeting, and reporting, with options to include newly created containers automatically for ongoing governance.
