Comment 1:
Make sure the label name exists in the destination Gmail. If the specified label does not exist in the destination, the migration will fail with error: GM-FilterFolderNotFound.
Make sure the label is not a system folder in the destination Gmail. If the label is a system folder, the migration will fail with error: GM-FilterFolderIsSystemFolder.
