In Control Panel > Account Manager > User-based View, when you configure Change Permission settings for specified users, you can now select a container-level plan and assign the Access permission to the specified users. After you share a container-level plan, all newly added site collections/mailboxes to this container will be shared with the users who have access to this plan.
